- OPCA provides this information concerning Certificates of Relief from Disabilities and Certificates of Good Conduct, as it affects the licensure and employment of offenders. New York State, through its Correction Law, encourages the licensure and employment of persons previously convicted and through the granting of these certificates, creates a presumption of rehabilitation with regard to certain offenses. OPCA believes that employment is essential to changing offender behavior and empowering offenders to lead law-abiding lives.
